EMRC St. Xavier's College Calcutta is one in the 17 centres in India, set up by the University Grants Commission, to produce educational television programmes for undergraduate students. The objective of these programmes is to update, upgrade and enrich the syllabus, especially in semi-urban and rural universities and colleges. It is an effort to take the best of education imparted in the cities to the villages through television. The programmes are telecast on DD-1 during the UGC programme time-slot. As the transmission over DD-1 became irregular, UGC advised EMRC to find ways and means to telecast these programmes on other channels as well. So not the programmes of EMRC Calcutta are telecast on a regular basis in Bengali on DD-7 and also on CCCN.

Started in 1986, EMRC Calcutta has produced 752 programmes till March 2000. The programme, Question Time, begun in 1996 as a monthly episode, to answer student's queries, has become a weekly feature now. The production for the last three years has been very encouraging; in1998-99 EMRC Calcutta alone accounted for 25% of the total production in the country.
